[ad_1] GG News Bureau New Delhi, 14th Oct. The Supreme Court has given the Jharkhand government a week’s extension to file its response regarding the “ad hoc” appointment of Anurag Gupta as acting Director General of Police (DGP) by Chief Minister Hemant Soren’s government. A bench led by Chief Justice D Y Chandrachud heard the plea filed by Naresh Makani, who sought contempt proceedings against the respondents for allegedly disobeying previous court orders concerning the DGP appointment process. During the hearing, senior advocate Kapil Sibal, representing the Jharkhand government, requested additional time to prepare a response. In turn, Madhavi Divan, representing the petitioner, urged the court to expedite the case, warning that delaying it would undermine the petition’s intent. The next hearing is scheduled for October 21, 2024. The Supreme Court had previously sought responses from the Jharkhand government and Gupta on September 6, regarding allegations of non-compliance with a 2006 ruling that requires the selection of a DGP from a list of the top three senior-most IPS officers prepared by the Union Public Services Commission (UPSC). The petitioner argues that Gupta’s appointment violates the 2006 Prakash Singh judgment and subsequent directives from the Supreme Court. According to the plea, the Jharkhand government’s notification dated July 25, 2024, which appointed Gupta to the post, is alleged to be contemptuous and politically motivated, further compromising legal standards and the principles of equality. The plea claims that the former DGP, Ajay Kumar Singh, was removed without proper protocol as outlined by the Supreme Court. [ad_2] Source link

Statehood for Jammu and Kashmir?
NSA #AjitDoval, Home Secretary Ajay Bhalla, IB Director Arvind Kumar, R&AW chief Samant Kumar Goel, CRPF Director General Kuldiep Singh & J&K DGP Dilbagh Singh arrive at Union Home Ministry to attend a high-level meeting chaired by Home Minister Amit Shah.
Infact Prime Minister Narendra Modi is likely to meet all party leaders of Jammu and Kashmir next week Thursday.

J&K to Assam, government moves swiftly for national security - india news
At around 2 am on December 12, Home Minister Amit Shah summoned Tapan Deka, Additional Director, Multi-Agency Centre, and GP Singh, Inspector General, National Investigation Agency, to his house. The summons came a few hours after the Rajya Sabha cleared the Citizenship Amendment Bill after a heated debate. It also came a little after the President accorded his approval and the Citizenship Amendment Act was notified. By then, reports of violence and destruction of public property had started coming in from Dibrugarh and Guwahati. Flanked by Home Secretary Ajay Bhalla and Arvind Kumar Director, Intelligence Bureau, both Assam cadre officers, Shah said he had decided to send the summoned officers to tackle the violence in Assam. He was annoyed that the on-going violence had been under-assessed by the state’s BJP government. After despatching Deka, a former leader of the All Assam Students Union (AASU) and a top-notch counter-terror operative, and Singh, a man with a proven record of managing law and order in the region, by a special flight to Guwahati at 4 am. Shah signed off. The results of that move are now evident. From the unprecedented challenge on February 14 in Pulwama after a Jaish-e-Mohammed suicide bomber targeted a CRPF convoy to the violence over the CAA in North-East, the Modi government’s response to national security issues has been very sharp. Its ability to synergize the capacities and capabilities of the armed forces, para-military forces and the security agencies in pursuit of national security objectives has been praiseworthy as much as its ability to take decisions. The decision to order the February 26 airstrike against the JeM terror camp in Balakot in the heart of Pakistan and the abrogation of Article 370 and 35A in Jammu and Kashmir on August 5 would have been fraught with serious consequences had the aftermath not been managed well. In J&K, for instance, this entailed unprecedented security measures and restrictions, which have been gradually and progressively relaxed, although many of the local political leaders detained continue to be in detention. The situation in the region has been managed by the Director General of Jammu and Kashmir Police Dilbagh Singh and his team with full backing of the central leadership — National Security Advisor Ajit Doval, Amit Shah and Prime Minister Narendra Modi. While it may be argued that the peace in J&K post abrogation came at the cost of curtailing communication and other ground restrictions, the fact is that there has been no significant loss of lives in protests in the Valley, although there have been terrorist attacks, especially against migrant workers. That was only to be expected with Pakistan continuing to push its agenda and terror groups based in that country continuing their efforts to destabilize the region. Amidst all this, a big security challenge in the form of the Supreme Court judgment on the long-pending Ayodhya issue came (and went) on November 9 with barely a ripple. Sure, it did raise concerns about deadly communal violence such as that witnessed way back in 1992 when the Babri Masjid was demolished. The entire nation was on tenterhooks on the day of judgment with people fearing that Uttar Pradesh may go up in communal flames, but the maturity of the leadership of both the communities was admirable. UP Director General of Police O P Singh and his team delivered in maintaining peace, supported by Modi, Shah and Doval. The role of central intelligence agencies in the Balakot air strike as well as containing the fall-out post abrogation of Article 370 and the Ayodhya verdict is worth a mention. At the Director General of Police (DGP) conference at Pune on December 8, while singling out both the J&K and UP Police for praise, Prime Minister Narendra Modi said in his address that he is aware that the police is the first to bear the brunt in case of a government change at either Centre or State. He told them that they had nothing to fear from either him or any other politicians provided they followed the letter and spirit of the Constitution. Read the full article

Kasganj violence: 112 arrested, situation remains tense
As many as 112 people were arrested and security forces personnel intensified vigil in the strife-torn Kasganj in Uttar Pradesh where the situation remained tense but peaceful Sunday, two days after clashes between two communities claimed one life.
In the evening, the UP Police said the situation was headed towards normalcy. They also said three drone cameras had been deployed for aerial surveillance.
Explosives were found during house-to-house searches following which the state police chief said the stringent National Security Act (NSA) would be invoked against the culprits.
The Yogi Adityanath-led government, meanwhile, stressed that the guilty would not be spared.
An official statement issued by the UP Police said, "So far, 112 persons have been arrested. As many as 31 accused have been arrested, and 81 preventive arrests have been made."
It said five cases have been registered so far, of which, three were registered by station in-charge of Kasganj Kotwali. Cases were registered under various sections of the IPC, CLA (Criminal Law Amendment) Act and for violation of the National Flag Act, the statement said.
"The situation is heading towards normalcy, and markets have opened. Three drone cameras have been deployed for aerial surveillance of the entire city as most of the incidents took place in the peripheral areas," Additional DG (Law and Order) Anand Kumar said.
"The IG, Aligarh has ordered the setting up of a special investigation team which will go through all evidence and objectively probe the case," the ADG (L&O) said.
Principal Secretary (Home) Arvind Kumar also said that normalcy was being restored in the city.
At least three shops, two private buses and a car were torched in Kasganj on Saturday after a young boy was killed in clashes following stone-pelting by a mob on a motorcycle rally taken out to celebrate the Republic Day.
In Lucknow, DGP OP Singh said, "We are speaking to people, the guilty are being arrested, intensive checking and house-to-house searches were undertaken. And this is the reason why the situation is absolutely under control."
Referring to the incidents that led to the violence, he said there was stone-pelting between two groups resulting in the death of one person and injury to another.
"The police acted swiftly and controlled the situation, and we have intensified patrolling since the outbreak of the tension," the DGP said.
Asked whether any permission was taken for a 'Tiranga Yatra', the DGP said no such nod was required.
"January 26 is a national event, and no permission is needed. This was a 'prabhat pheri' (morning event)...Some anti-social elements started pelting stones. Police immediately reached the spot and controlled the situation by arresting a few people. Since then, we are keeping a close watch. Today, there was no worrisome incident," he said Sunday.
The DGP said stringent action would be taken against the guilty.
"So far more than 80 people have been arrested. House- to-house searches are going on. During the searches explosives were found. The National Security Act (NSA) will be slapped on criminals for vitiating the atmosphere," he said earlier in the day.
The Rapid Action Force (RAF) and Provincial Armed Constabulary (PAC) intensified vigil in the city.
The administration also organised a meeting of the district peace committee at the nagar panchayat office this morning to restore normalcy.
"At the meeting of the peace committee, whose members include prominent citizens of the district, it was decided that shopkeepers will open their shops and commercial establishments," ADG Agra, Ajay Anand, said.
Divisional Commissioner, Aligarh, Subhash Chandra Sharma, said shops selling tea, snacks, vegetables, milk and medicine were already allowed to remain open.
"The administration is acting tough on those who had indulged in the violence, based on the video evidence," Sharma said.
Terming the violence as unfortunate, Dinesh Sharma told reporters in Kanpur that not even a single guilty person would be spared.
"Chief Minister Yogi Adityanath is himself monitoring the developments and stringent punishment will be meted out to the guilty, no matter how big he is or how strong his political connections are, Dinesh Sharma said.
He said a criminal was a criminal irrespective of his caste, creed or religion. Such incidents will not be allowed to happen in any other place, he stressed.
"Now we have strong laws. It is a warning to criminals that if they conspire to create riots, rifts in the society, or indulge in dacoity, then all those indulge in these acts will be punished and also their conspirators," he said.
Meanwhile, the opposition BSP and SP targeted the state government on the law and order front.
In a statement, BSP chief Mayawati claimed that in the entire country and especially in BJP-ruled UP, Gujarat, Madhya Pradesh, Haryana, Rajasthan and Maharashtra, development and public welfare activities had taken a backseat while a poor law and order situation prevailed.
She alleged that there had been criminalisation of the ruling BJP at every level.
"In UP, there's no rule of Constitution, but a jungle raj-like atmosphere is prevailing. The latest example is that of Kasganj. Tension is still prevailing and the state government seems to be failing here," Mayawati said.
She said the BSP condemned the violence and demanded that stringent punishment for the guilty.
Samajwadi Party spokesperson Sunil Singh Sajan alleged, "The government is staging riots in Kasganj. We do not want the resignation of the chief minister. We simply want peace and normalcy to return to the place which is synonymous with the Ganga-Jamuni culture of the state".
He alleged that for the past three days volunteers of the RSS, the Vishva Hindu Parishad and the ABVP were threatening people and an atmosphere of fear prevailed. "The government is quiet. The police is helpless," he claimed.
